Multi-year Funding

CIC settlement programs can now operate with multi-year funding (MYF) agreements, instead of only one-year agreements. CIC staff can negotiate funding for periods of up to five years. This new policy benefits both the service provider sector as well as CIC local offices. It is anticipated that a reduction in the number of funding proposals that need to be reviewed and processed each year will result from this approach. Time will be saved in drawing up the Request for Proposal and application review process, and settlement officers will, thereby, have greater time to devote to other priorities. As well, those affected service providers will have increased stability in their financial commitments, which will facilitate long term planning.

Immigration-Contribution Accountability Measurement System (iCAMS) Reports

There are now over 216, 000 clients in iCAMS and over 1200 users. CIC continues to work on the development of iCAMS reports for use by CIC and service provider organizations. These reports will be used for program evaluation and monitoring purposes. CIC staff and service provider users will be able to generate iCAMS reports through the iCAMS Report Manager, expected to be available towards the end of the fiscal year. CIC will also train relevant iCAMS stakeholders on privacy issues surrounding iCAMS reports prior to granting access to report generating software.

Renewal of Settlement Program Terms and Conditions

The Treasury Board submission for the renewal of terms and conditions for CIC's settlement programs was approved by the Treasury Board on March 7, 2005. Approval was also given to the terms and conditions for the Alternative Funding Arrangements (AFA) associated with the Immigrant Settlement Services Agreements with the provinces (currently with British Columbia and Manitoba). Finally, approval was given for the replacement of the terms and conditions for the Resettlement Assistance Program. These terms and conditions came into effect as of April 1st, 2005 and are valid for the next five years. Settlement and resettlement program evaluations were instrumental in the successful renewal of the terms and conditions.

Settlement Manual

The CIC Settlement Manual has been revised and updated and now includes the new settlement program terms and conditions. The purpose of the Settlement Manual is to ensure that necessary resources are available to support the administration and management of CIC contribution programming by regional and local offices.
