CAF Settlement Program EvaluationsSettlement Program Evaluations 2004-2005http://www.cic.gc.ca/english/resources/evaluation/index.asp CIC is moving forward with evaluations for LINC, ISAP, and Host settlement programs. LINC will be evaluated in the current fiscal year, followed by ISAP and Host in 2004/05. The evaluations will help us report to Canadians on the results our programs are attaining, and to obtain information that will help us improve our programs to further the integration of newcomers into Canadian society. Immigration Canada's Settlement Programs The Settlement Evaluation Framework provides specific information on how the LINC, ISAP, and Host evaluations will be carried out. The Framework proposes questions that address service performance, client satisfaction, program design factors, and the attainment of results, among others. The Framework also considers evaluation challenges, options, and costing. Resource Handbook (January 2004)Resource Handbook The purpose of the Resource Handbook is to assist service providers, provincial representatives, CIC officers, and other stakeholders in adopting a common vocabulary when discussing settlement program results and accountability. The Handbook provides definitions of commonly used Results-Based Management terminology. The definitions are based upon those developed by the Treasury Board Secretariat, which can be found online at http://www.tbs-sct.gc.ca/eval/tools-outils_e.asp Settlement Programs Evaluation Strategy (June 2003)Settlement Programs Evaluation Strategy Evaluation involves establishing frameworks that look at service performance, client satisfaction, program design factors and short and long-term results. CIC will adopt results-based management practices as a pre-requisite for meaningful program evaluations. CIC will undertake an exercise to define program results and indicators, in cooperation with stakeholders, before proceeding with formal evaluations of its settlement programs. | |
